Why do you want to remove the hydro cement? That's the best thing for it.

Smile cracks in basement flooor

The reason that I want to remove the patching, is to smooth out the floor.....if using the hydro cement to fill the cracks, fill I can do that...but I used it over the cracks to stop the leaks....I believe I should open the cracks and then fill and smooth over.....but what can I use to seal that more...a paint or sealant or something

I would just chip away the excess cement instead of removing all of the hydro cement. I can't see taking a chance on doing it a second time when it's already working. I wouldn't add a sealer on top of it either. I don't think it will add to the strength of the cement.
