Question concrete block foundation cracks

I have a block foundation which has cracks where the mortar should be. What is the best way to fill in the cracks and what should I use to do so?

Thank you for your help.

grind out the joint with a diamond grinder and mix some mortar up and point the joint.

you can use a small chisel instead of a grinder, The joint should be no less then 3/8 deep to hold new mortar

Please make sure you address the problem outside of the home before doing this or you'll just be doing it again. Check for proper grading and drainage.
