Advice on Seperation Wall

I'm building a block wall in my back yard that is used to separte a natural pond from my yard. It will be consturcted out of two layers of 4"x 8" x 16" block. First layer will be laid flat on top of approxemately 4" of compacted stone. The second layer will be placed vertically on top of the first layer, and the wall will be capped with a layer of brick. I know this is an unusual setup, its a long story. This is not a retaining wall. Do you think I will need a concrete footer for a wall this low? Also, this wall follows the curves of the pond, making some of the mortar joints pretty wide (3"-4") in some sections. Any suggestions for types of mortar or best practice in these areas?

I'm not familiar with ponds, other than you probably need a fence around it to be legal by your Building Department and Land Use Zoning Office and contact your Insurance Agent so you are covered when the neighbor's pet .......
