Can I put concrete/cement on top of asphalt driveway?
I have an asphalt driveway. Up next to the vinyl siding exterior wall of an enclosed garage, I am needing to build a 6 inch concrete block or cement curb-like dam/retaining wall to stop the rain water from coming into the enclosed garage. Three options: (1)Can I mortar the concrete cinder blocks on top of the asphalt driveway without the water seeping thru to mortar? OR (2) should I go ahead and cut into the asphalt driveway with a cement saw and build the wall below the surface and expand above the asphalt drive way? (3) I have been told that I could liquid nail the blocks to the driveway and then put silicone around the joint where the blocks meet the driveway. This last option does not sound like a long-term solution that is maintenance-free.

I really don't think that any type of concrete is going to seal against the siding very well. Am I correct in assuming that there are no rain gutters on the garage & all the water is falling close to that wall? What about the pitch? Is the asphalt pitched towards the wall?

The slope to the house is towards the garage. I do have gutters on the garage. What I am thinking is putting the cinder blocks as close to the exterior vinyl siding as possible. This would build a 'dam' type wall so the water would not flow or seep into the garage. I am thinking about getting a concrete saw, cutting into the asphalt, going down about 4 inches, laying a 2 inch cement footing for the blocks, mortaring the blocks to the footing and each other and then putting a 2x8x16 cap on the blocks...as well as sealing them. Otherwise, I am back to my original question: can concrete adhere to asphalt if I do not cut into the asphalt?

If I were going to use cement, I would remove some of the asphalt. I wouldn't set it on top. However, you might want to look at some type of flashing instead & save a lot of work.
When was the last time the gutters were cleaned? Are the downspouts far enugh away from the garage?

The simple answer to your question is yes, however for your application, it probably wont work. (White topping :applying concrete over asphalt has been done for years, but mostly for roadway surfaces after they have been milled)
It sounds like there is no easy fix for your situation. It may be possible to cut a 4" or 5 " channel parrallel to your siding with a walk behind saw, the entire width of the driveway and install an inserted drain. So as the water flows towards the wall, it enters the drain and flows away from the wall. They sell these at Home Depot and Lowes usually in the plumbing section by the sprinkler and drainage supplys.
