cinderblock wall thickness

I am putting in a decorative cinderblock wall. The wall will be stucco'd and capped with 12" wide, 1 1/2" thick bluestone treads. My question is should I use 8 inch wide cinderblocks or 10 inch wide? I imagine overall the thickness of the stucco would 1 1/2 to 2" (both sides). But 10" block is really 9 5/8 and 8" is 7 5/8" - I would like the wall to look substantial but not sure what adequate overhang would be for the capping.

How tall and long is the wall? Will one side be filled with dirt?
