Visible foundation help

Where the brick meets the foundation there is what looks like a cement coating. This coating is breaking up all around the house and in one spot 18” long there is a section missing. Any advice on how to repair this? I couldn't find anything about this problem in the forum. Thanks.

(I took two photos but I don't see how to post them.)

Chop & remove everything that's loose. There will be more than what meets the eye. Also remove the grass & dirt around the area. Give yourself plenty of room. I would use Portland cement with sand, 2 sand to 1 Portland but but I suppose a ready mix would work.
