Footing/CMU connection

I fall under the 2006 IRC, this is for a 4' wall with 8" block (crawlspace foundation). It looks like the requirement for reiforcing is 2 #4 in the footing with #4 for vertical reiforcement in the wall every #" (don't have table in fornt of me). I don't see any mention of what is required to for the connection between the footing and CMU wall. How does the veritical reinforcement tie into the footing? Essentially, I want to know what needs to be in place before the footing is poured (and the foundation inspection).

I'm subbing this part out, I just want to make sure its done correctly.

Bents, angles, are tied to the horizontal rebar in the footing and extend above the top of the concrete footing. Allow for proper lap.
