Question framing bottom plates

I have been asked to add exterior walls to a picnic shelter house. The floor is asphalt. What is the best way to attach the bottom frame plate?

PL 200/400 Construction adhesive
Tapcons (will need hammer drill)
Powder actuated nail gun
Redhead sleeve anchors (Will need bigger hammer drill)

Asphalt is not a very hard material. I don't think you can rely on anything to hold it to the asphalt. I think I would make a beam out of 2x6 or larger and attach that to the posts at the bottom of the wall. Then put the wall on top of that. That would resist movement better than just a 2x4 wall.
