Vent Well around Concrete Slab

I have a crawl space vent that has a concrete slab in front of it. It is at or below grade so I need to put in some sort of vent well for it. Is it possible to chisel or remove a section of the slab to install a well or is there a product for these situations? I also have concrete steps that are overlapping the vent by a maybe 2 or 3 inches. I'm not sure how far I'll be able to move the steps over. Help is greatly appreciated.

I don't see how you are going to move the stoop. It might be easier to install a new vent in a different location.

Welcome to the forums! In addition making a well will only invite the collection of water into the vent area. I think Pulpo was right in suggesting bricking (closing) off the vent and relocating it past the slab if possible.

Ok, so got a little lost on my way back to this thread. New member...still trying to figure it all out. So, lets assume I want to move the vent down a block a two and brick in the existing vent. Can someone provide a good reference on how to go about doing that? Is it a big deal (or against code) if the vent on the other wall isn't directly across from the one I create? I still think I might have to install a well because I don't think I can get a vent installed completely above grade.

My theory up to this point was to sledge the steps, remove a section of concrete to install the well, then patch as necessary (and obviously rebuild new steps.
