attach wood to block foundation (for door frame)

Just had a small block foundation put under a porch.

Mason left access as it leads to basement. Need to get a wood frame and door in place before weather gets any colder.

Tapcons?
Mortar? (minimum outside temp?)

If it is solid concrete, I would use split drive anchors. See: Split Drive Anchors - Concrete Fasteners.com
All that will be exposed is the round head. No snagging on clothing, etc.

Tapcons, I've used a power hammer (the kind with the powder cartridge) for a lot of my constuction in the basement. You could also use the hardened nails, like you would use with the power hammer, with a regular hammer. Wear safty goggles, for sure, with any method!
