lifting steps

I have brick steps with concrete pads on top that are lifting up from the brick sides. It looks like the sand filling has lifted the top pad up so that now its loose and not connected to the bricks. What kind of mortar should I use and should I put motar all along the edge before I place the top pad back on top. The only problem I have is there is railing involved that I can't remove above the steps(both sides). Thank you for your help.

Are you sure that the "concrete pad" lifted or did the stoop sink? I don't know why the sand would lift anything. Some pics to photobucket.com would help.
