Outdoor glass block half wall help

Howdy,
I'd like to make a 3 ft glass block wall surrounding my barbecue. My intention is to have the wall sit on a horizontal cedar 4x4 to keep it off the ground, and my rational for glass block is that it will be immediately adjacent the back of my barbecue, so I don't want it to be a flamable material. I live in Northern Canada and we get very cold and lots of snow in the winter.
My questions are:
1. If the bottom of the wall gets buried in snow, will that effect the mortar or other aspects of the wall's integrity?
2. Is there a recommended method of capping the halfwall, other than using a wood railing (again, because I want to keep it as a fireproof wall)?
3. Is -40 deg too cold for glass due to the expansion/contracting?

Thanks in advance, I think it'll look really neat if I get over these technical questions.
