Level or smooth old textured cinder block wall

Level or smooth old textured cinder block wall

My foundation walls are all older textured block similar to the photo. I want to install a light next to the walkout basement door, but I need a smooth our flat surface to mount the surface mount electrical box.

what would be the best product to use to level out a small 5x5" or so section of block? The best idea I can come up with would be some type of liquid nails, out nurturer behind the box.

Fwiw, the wall is also painted.

Carefully hitting it with a masonry wheel on a small angle grinder would take down the bumps in short order. I've done several very similar a few years ago, and each rectangle took about 15 minutes, plus some hand chipping with a cold chisel and 3 lb. maul to make the rounded-off corners square. Make sure to wear a face mask, as the dust can be hard on the lungs.
