Interlocking steps over concrete steps

daughter's home in Ontario, Canada has wrong sloping, flaking front door concrete platform and narrow steps down to perpendicular driveway. Desire to build on the existing platform and steps to make the existing platform larger and make wide sweeping curving steps using some sort of interlocking manufactured blocks.

How to integrate the existing concrete into a new overlay and wider platform and steps

Remove all flaking, loose and delaminate concrete first. Then sandblast everything, and moisten the prepared surface to accept the new concrete. I'd use a bonding agent, such as a neat Portland cement slurry, just before concrete placement.
