Concrete drive seams need work

I have just purchased a 12 year old home with a concrete driveway. The concrete is in good shape but the seams are filled with crud & what appears to be old fiberboard. What is the correct procedure to clean and make this look good?
Also should I re-seal the drive?

Tear out the old joint materials and clean out the junk.

Replace with a backer rod (round foam that is available in many sizes and locations). Force the rod down and caulk with the best, most expensive, elastomeric grout you can find (usually from a construction supply company).

If the concrete has no distress, there is no reason to seal it now (after 12 years) since it is obviously of good quality and sealers can cause problems.
