Basement Wall Leak Under Window

Exclamation Basement Wall Leak Under Window

Hi, I've got a problem on my hands - when it rains, water comes through a hole in the wall, which is under a window in my basement. This seems to have been caused by two things:

1. The guard outside the window that is supposed to block water had to be removed for safety reasons, but has not been replaced. Photo:

How should I proceed with repairing the wall and the guard? I've never done anything like this so I would appreciate any advice you may have.

I can't see much of the wall or what it's made of, looks like concrete but your first concern is getting the window well cover replaced ASAP. I see you're in NJ and we may be getting some very serious rain, 5-6" Monday or Tuesday.

Sorry the pictures got cut off for some reason. Is there any way to remove the existing damaged window well and install a new one without destroying concrete?
