is there a standard depth used to calculate topsoil -- i live in bergen county nj and am filing for a soil movement permit for the foundation of a planned addition and need to break out top and subsoil.

There are soil books for just about every sq inch of land in the US and especially NJ. They might give you a number, but would certainly give you a description of what to look for. I have a friend who is a soil guy and that is a topic I have learned to avoid, unless I have a few hours to kill. But a local soil engineer in your area probably wouldn't charge a lot to give you an answer. I doubt they would even need to come out, since the answer is probably very simple, just need the right wording.

Also, check to see if any similar paperwork has been filed for homes near you.
