Outside wall repair help

Hi guys, girls
I have a house and it has steps going up to the front door and steps going down from the back door. The step walls are made of what I think is called "cast concrete"? (the house was built in a hurry in the 80's!!)
The wall problem: The paint is falling off the step walls, as it has no cement render. The paint won't stick to the walls as it has been painted directly onto poor cement, or no cement render. I was advised to put a concrete "hat" on the walls (don't know what this is called) and to stop the water soaking into the walls. I also think I need to render (put a thin skim of cement on the walls to help the paint stick).
I think I need to put a mesh (like chicken wire) on the walls to bond the cement to the walls. I don't know what this mesh is called??? I tried looking on Google under wire mesh, exterior cement mesh wire etc etc but nothing!!
Help please? :-) terminologies and solutions.

Can I ask you how do I attached it to the wall? With special screws and is the cement a thin layer? I think I should had a bonding agent to the cement mix?

You don't need a bonding agent where the lath is although it might be needed at the transition from the lath to the sound stucco. You'll apply 2-3 coats of stucco over the lath. Generally they cut lines in the wet stucco so the next coat will have more area to bond to.
