Fixing Garage Floor Drain

The previous homeowner added and up and down garage to the house roughly 30 years ago and the top garage drained into a hole in the bottom garage floor, and doesn't appear to run out anywhere.

The cut the pipe from below, rendering the drain useless. I would like to fix this so I can utilize the drain in my garage for the winter. I don't feel confident running this into the floor again so I though I would run it outside.

I only have one direction to run the drain though and it would require going through about a foot of concrete, unless I ran it under the garage door.

What are my options to get this fixed?

Is the water just sitting there? How is the water entering the garage in the first place. Can you post some pics?
