'fixing' raised textured rendered wall

I'm looking at buying a house, but the external walls have a textured render which I don't like. Its a normal render but texture has been added by applying the render in big sweeping arcs. All I want to do is sand back the raised arcs and then apply a heavy textured paint.

Will this work? What would I use to sand back the raised arcs?

Need a picture, we need to see what your seeing.
No clue what you mean by "render" unless they used melted down animal fat on the wall.
Sounds more like stucco or parging.

Oh sorry, Aussie term maybe.

Pretty sure it would be the equivalent to stucco.

Its like a thin covering of a cement substance that you apply to a brick wall to cover it up. Can then be painted.

Looks like all the mason have gone to bed, hang in there I'm sure some of the masons will be on tomorrow.
I doubt you'll be able to sand it off but you may be able to go over it.
That picture came out so small it's hard to tell what it is.

I'm not sure you could effectively sand down the walls but careful use of a scraper might work. You might need to apply a primer under the texture paint.
