cement block facing lfting
noticed yesterday that on my exterior basement wall there is one block that looks like the surface in one area has pulled away from the block, maybe 1/8 thick. The exterior was painted years ago and it is not just the paint but part of the block surface. I want to address this in the spring, pull the loose part off; what can I repair this with so I can "finish" that area and then repaint the block.
As always, appreciate the suggestions.

don't know if you're in upstate OR down in the metro area,,, saw this occasionally in binghamton,,, cause was usually 1 poor block OR the result of soil acid attack,,, scrub it w/apron-vest store muriatic cut 1HCl : 8wtr, neutralize the acid salts w/household ammonia & water 1NH3 : 4 wtr,,, patch damage w/mortar patch & repaint
good luck !

paint has defined service life otherwise we wouldn't have that many painters
breathable coatings are better rather'n moisture-blocking paints,,, just like unemployment - if everyone's working, what do govt unemployment workers do ? no wonder they like unemployment lines
