Seal powerwashed sidewalk?

Portions of the sidewalk at mom's house were leveled last Fall, so there are a handful of round white "dots" where they filled the holes drilled into the slabs. My mom is hoping that powerwashing the whole sidewalk will make those dots less visible.
- Is it possible to powerwash the sidewalk w/o messing up those plugs?
- Should we use plain water or some kind of cleaner?
- The house and walk are about 25 years old; would the sidewalk
need to be sealed after we powerwash? Is a spray sealer ok or
should something be brushed on?

Thanks all,
Lefty3
