Brick work on new house

Hi - our new neighbors are finsihing a new house that has the following brick work on the sides and the outside chimney. It don't look good to me but I am no expert with bricks. Any expert opinions on why it looks like this? Thanks, Ronald.

How to properly eliminate basement window?

I have a basement window in our laundry room that I would like to get rid. The sill is about 3" below grade. My plan is to remove the window, frame the hole with 2x6 pressure treated, sheet that with PT plywood and then parge over it so it looks like it was never there. Just wondering what sort of waterproof membrane I should use on the plywood? And also wondering if this plan is junk, haha. There will be a paving stone patio graded away from the house across this wall. Thanks in advance for any advice on this!

Fix flagstone retaining wall - leaning

[ATTACH]34154[/ATTACH] Hi there, I'm hoping to get some advice on how I can fix there flagstones that started leaning as per photos. I'm assuming underneath my neighbors driveway somehow pushing the flagstones. The driveway collects water. I'm thinking of digging my side and adding some gravel after aligning the flagstones upright to prevent it from leaning in the future. By the way, my neighbor is planning on repaving his driveway, would it be better for me to wait until that is completed before fixing my flagstones? Thanks. John Hi
