Repairing Parging and Sidewalk

Getting some water in my basement and pretty sure it's coming in some gaps between concrete lane way and parging on the wall. There is some long deteriorated sealant in there, it is black and I suspect it's roofing tar or something similar. I'd like to scrape this out and properly seal the crack as well as maybe the parging itself. Should I redo the parging which is showing green signs of mild/mildew?!? Should I use cement or concrete repair in the crack first and then use a sealant? What sort of sealant should I use? I live in Toronto so freeze/thaw is common. Any advice is much appreciated!

just clean parge coat,,, we use handful of tsp, 1 c clorox, some dawn dish detergent, & 5gal warm wtr + stiff bristle brush & rinse well

the space to be sealed is best done by inserting closed cell backer rod & a joint sealant - we generally use 100& silicone or np1
