Newly poured conrete foundation


Can you tell me if the attached pictures show a bad concrete mix, a lousy pour, or other?
Also, can I fill in the depressions with some fast setting cement?

At least one of them is semi smooth.

Appreciate any advice.

What you have is classic honey-combing, combined with some cold joints thrown in for good measure. Both signs that no internal vibration was used in the fluid concrete when it was placed. Since it appears that these are footings, not having optimum-strength concrete isn't all that critical. If this was State DOT work, it would all be rejected, torn out and replaced with correctly consolidated concrete--at the contractor's expense.

You could ask the contractor responsible for this mess to fill in the voids with mortar paste, but he'll probably decline to do so, saying he pours them like this all the time.
