Leaking external house wall

Leaking external house wall

Hello,

The exterior walls of our house here in Taiwan have had some pebble dashing applied to supposedly make them more waterproof.

Here is a picture of the front of our house:

The waterproofing hasn't worked. After heavy rain this week the inside walls have started bubbling up with a serious damp problem:

This has happened on every floor of the house.

Does anyone know what my options are here? Is it possible to put a waterproof coating over the pebble dashing? Does all of the pebble dashing need to be removed and a new coat applied?

Any help would be appreciated.

Could it be that this is a stucco coating and not pebble dash?

Does this happen on all exterior walls? If it's just one wall or area of the building I would start at the top with the roof and flashing and trim around windows looking for any potential leak points.
