Running Coax cable through stucco

I want to run a Coax cable out my wall to the outside for a few feet, then have it go back into the wall. The previous owner did this using a circle thing (see picture) - does anyone know what this is, and where i'd find it?

I live in arizona. My house has a stucco exterior, with just a wire mesh and a thin white foam to the studs. I just want to drill a hole, run the wire, then seal the hole with something like this circular metal thing then cauk it.

Thanks
