Set new brownstone step

I laid a 4' brownstone step over 6" stones as a step for the front porch. I'm thinking i should secure them with some adhesive or caulk product to stabilize them as a unit. I did install a gravel and sand base and put pavers under the area of the stones to hopefully stabilize the area, but you never know here in Maine how snow etc will affect the base.

What should I use to adhere the step to the stones, or should I leave them loose?

ooopps, my error ! 4.0 x 1.0 x 0.2 - even worser as its thinner - i'd plan on 2 tubes for that size to support the weight & negate the brittleness - that stuff has no flexural strength at all
