What type of sealer (or topper) on concrete

I've got a 300sf concrete patio that wasn't finished smooth. There's lots of pebble stone or aggregate at the surface. It's old, cracked and not even in a couple areas. I just want to smooth the surface with a sealer or cement product. Would polyurethane be appropriate on concrete? What other type of sealer or cement top layer would work? I can't raise the elevation more than 1/4 inch due to an adjacent door.

Most paint on type coatings won't do a lot as far as addressing any uneven or rough areas in the concrete. Polyurethane isn't a good choice for any type of exterior horizontal surface.
