Leakage between houses

The narrow space between me and my neighbor is filled with dirt, and during heavy rains and snow melt my basement leaks. It is an unusable space and my neighbor doesn't mind if I just fill it in with concrete. How far should I dig down before filling it, and should I put in some gravel or something before filling it? Or, should I not concrete and do something else?

Doing that would just be a band aid and still leak.
Sounds like the outside of the foundation was never sealed.
Digging it out, sealing the foundation, may even need a french drain, and regrading would be the right way.
There's been dozen of post on this one subject where people had a slab deck, walkway, drive way made of concrete asking how to seal the seam between the foundation and the concrete that was leaking because the foundation was never sealed before it was pored.
