Do I have to parge my block wall?

Do I have to parge my block wall?

I just put up a 30x30 block addition with 6 courses and a craw space under it, 2 courses of block will be showing above ground. Do I have to parge the block before I tar it?

Parging or stucco over the block will help fill any voids/pores in the block making the tar more effective.

What if I was to just tar the block and then place 1 1/2 inch foam insulation board against the wall that is going to below the ground, would that work just as good?
