sidewalk problem

In the sidewalk that runs in front of my house and around the corner of my property, a contractor put in fiber optic cable. for some reason while going under my property with underground boring and water blasting they bored a 6 inch hole in the concrete. when they were finished they used silicone and put the original plug back in the hole. now, two years later the plug fell out and I have a 6 inch hole in my sidewalk. the hole was bored so there is no taper. they water blasted the dirt away so it is hollow underneath. I was wondering what to use to repair the hole so that is would not shrink or otherwise separate from the old sidewalk and fall in the hole the way the old plug did. any ideas?
