I am located in South Seattle and would like to build a forty inch high retaining wall. I will be using the eight inch high by seventeen inch wide and twelve inch deep decorative cinder block style blocks from Lowe's to complete the project. These blocks also have a lip at the back on the bottom for reinforcement. I will be placing a three foot tall chain link fence on top and filling the center holes with concrete at a five foot spacing. What kind of footer or foundation, if any will I need?

My asphalt driveway has several large cracks that need to be patched before it gets cold so the cracks don't get worse over the winter. The driveway hasn't been sealed in several years so this needs to be done as well. Can asphalt driveways be sealed effectively when the weather is only in the upper 60s/low 70s during the day and dips down in the mid/upper 50s at night? Or would it be best to patch the cracks now before it gets too cold and wait until the Spring to reseal the driveway when it is warmer?
