What caused this hole?

My house has a cinderblock wall along the rear of the property and I noticed this hole along the bottom. About 4 inches or so and has sand inside. Itís the only hole

I checked all my sprinklers and I donít see any water leaks. Any idea what caused it and the remedy? Thanks!

That looks like rebar sticking up out of the footer/slab. How close is it to the outside of the block? I'm thinking maybe they had to cut the block and then patched the hole ..... and now the patch has failed.

The ribar is right against the inside wall of the cinderblock. I haven’t been here long so I don’t know if it was a previous repair.

Can I just patch it and repaint? How do you suggest I do it so it won’t come back?

That was patched at one time, you can see it in the face of the block.

Should try and pull it out, vac out all the loose sand and patch!

Vacuum it out and patch it with hydraulic cement.

What is the purpose of the wall? Hope it isn't the house foundation as there is no mortar in the block joint in the pic(could be others). My guess is the rebar was supposed to pin the block to the footing to prevent relative movement.

I think there is mortar there, it's just cracked due to settlement.

The wall is not part of the house. It’s a wall that separates my property from my back neighbor.
