Concrete Stair Wall Estimate

I'm looking at a house to buy in central MD that needs a lot of work. I'd like to make an offer that includes an itemized list of the work needed along with estimated cost and take those costs off of the asking price. I've got a really good idea of all the costs except one:
There is an outside stairwell pit leading to the basement with a poured concrete wall as the surround. The side wall is 8' high x 14' wide x 8" deep; back wall is 8'x4'x8". These two walls are 90 degrees to each other and the other side wall is the house. The ground around the walls is fairly level, with nothing but grass anywhere near them. The walls have a wood railing along the top with the posts embedded into the concrete. The side wall is bulging into the stairwell quite a bit, ready to collapse. So I would need to have it torn out and rebuilt. I don't own the house yet, so contractors don't want to look at it and won't give me a ballpark estimate. So I'm looking to see if anyone here can give me some idea of what this will cost. Is it

 

If you are hiring everything done I would be thinking between $5 and $10k and depending on your area and if you don't have a relationship with the contractors then I'd lean towards the $10 number. This number could be brought down by using a pre-fabricated bulkhead. And, the good thing is a pre-fab bulkhead is something you can get pricing on now.
