Sand beneath about to be removed concrete walkway

We have a concrete walkway that is falling apart and will be removed. It turns out the concrete is about 1" thick, and there is about 3" of sand or primarally sandy soil beneath the concrete, and tightly compacted Georgia clay under the sand. I'm having the sand and clay soils tested, but generally, will the sand likely have to be removed and replaced with topsoil (or amended?) if I place sod above it? Will sod root in mainly sandy soil? It's not 100% sand, but was obviously put in there to supply a bed for the concrete 60 years ago. I'm wavering between putting sod and stepping stones in the walkway or putting pebbles/gravel above the sand and putting stepping stones on that - but am worried that weeds etc...will be a bigger problem with pebbles/gravel than with sod.....

There is a big difference between sand and sandy soil.

Grass will not grow in sand so some amount of dirt will be needed!
