Epoxy removal from pitted concrete

During a landscape project at my mother in laws house she had the contractor paint her front stoop. The plan was to level the pitted concrete then coat with epoxy paint. Well the contractor painted the concrete without first applying the resurfacer. Now the freshly painted surface has really exaggerated the appearance of the pitting. He denied knowledge of the intended plan. Of course he wont fix it. Now I need to remove the epoxy from the pitted concrete before I can apply the resurfacer. Any ideas on a feasible way of doing this? I feel it will be difficult because if the pitting. I want it done right so I'm willing to do what I need to do. Thanks in advanced for any replies
