Patching basement foundation wall

There are a couple of small places at the top of the poured concrete basement wall (interior) where the cement has broken away. Can I patch these with type N mortar mix that I have on hand, or do I specifically need to get some cement mix? And if I can use the mortar, would I need to (or should I) use some cement bonding adhesive? I should mention that the entire basement is below grade and there are no water intrusion issues at all.

That or some hydraulic cement would work!
