Fix paving stones
I have a walkway made with paving stones that are over a 1w inch square. It is sunk below grade I want to raise it up to just above grade but low enough I can mow over it. I have never laid pavers before what would be my best plan of action

First thing to do is to Google "how to lay paving stones" and watch a couple videos etc.
You did not say how old this walkway is so perhaps it was never packed properly and that is why it sank.
If this is the case then you should pack it before reinstalling your pavers.

Not uncommon for them to settle over time, since it's been that long you can assume the foundation is solid and this is just a fine tuning needed to bring them up to level.
Assuming you need an inch, you can buy lengths of 1" dia conduit, lay a pair along the path, fill path with slag sand and using the conduits as guides to screed the sand out, pull the conduit up, fill in the grooves and relay the stones.
When done you compact the stones into the sand with a plate compactor, fill gaps with polymeric sand, compact again, and your good for another 20 years.
Its a fair amount of work!
