Reglue Rocks In Spa Overflow

A few of the rocks that were glue together to make the rock group in the spa overflow separated. What glue or method should I use to reattach?

You would use a cement/landscape block adhesive, it is water resistant for outdoor use!

Thanks. Should I take a dremel to remove the existing adhesive or just layer it over the existing adhesive?

I got a bit of the gray Loctite landscape adhesive on the stone. Is there a way to remove?
