Exterior steps from cement caps
I've got an existing exterior step on the side of my garage made from cement caps that were crumbling.

So, I broke the old ones out and got new caps and am planning to mortar them into the same spot. I pressure washed the old spot but didn't try to chisel out any of the old mortar or anything. Can I just put new mortar over this and put the new blocks on?
Do I need to do any other prep? Should the old cement be wet when I apply the mortar?

I would remove the old just so you have a good smooth surface to start from. There is nothing more annoying than trying to get block/bricks lined up or to the elevation you want and they are locked into position by a hump of old mortar.
If you don't want to remove all the old I would first wet the area and lay a bed of mortar in your work area as thick as the highest bump of old mortar. This doesn't have to be exact. It's just to give you a more uniform base to work from. Let the first mortar firm up for 30-60 minutes. It doesn't have to fully cure. Then place fresh mortar and start placing your first row of block.

Why not go the simple route and get a pre-cast step and save all the time and effort and have something that looks a lot better?
