Foundation repair

Need some advice on how to go about this repair. I have a hole outside in my foundation, about 2 inch deep and about 4 inch all around. It's an inside corner, there was a low spot underneath which I filled. At first i thought it may have caused this hole with water pooling, but then looking more closely it looks too perfectly squared that someone may have done it on purpose. There also looks like hairline cracks are forming vertically, and I was thinking of patching it with this stuff I had left over:

I would just fill it with mortar. The product you linked would work or you can use type S or N mortar.

My guess is that is a pocket left from a 2x4 used when they formed for the concrete pour.
