How to fix the broken slab?

This is the stair from basement to main floor. The first step is made of all concrete and is chipped. How should I restore the concrete on the step? And after I restore the concrete what is the best way to finish it?

Just so u know the second step is made of all wood and I will put laminate tile over it.

Concrete is not repair friendly, you might have some luck with epoxy based materials but the base material has to be spotless virgin clean material.

That lower step looks to be only a couple inches high, not to code and a potential trip hazard!

Any chance to just remove the step and replace with a wood step?

You can see where the step has been repaired at least once already. The trouble is concrete and even concrete repair compounds aren't great structurally. I would consider chiseling or cutting out that area and build a little form on the front and do a decent sized repair so the new masonry has good thickness for strength.
