We are considering buying a bungalow in Chicago, and noticed there has been previous separation in the front porch brick. Should I be concerned? The seller completely rehabbed the home and mentioned they underpinned the entire foundation for structural support. Does this make sense? Should I be concerned about this long term? The separation is most noticeable in the brick at the top of the porch. We took a level to the exterior (sidewalk) side and everything seems to be leveled.
Any input/advice would be greatly appreciated.

New home - contractor friend didn’t think it was much of an immediate worry but it makes me nervous.
Do these require immediate professional attention or is this less scary than in my brain and can be worked on by an amateur?

It's time to recaulk my windows but I have not had any success in getting the old caulking off between the window and brick exterior. Tried cutting it out and that is tedious and does not work very well, it just simply leaves pieces on the brick.
Here is a picture of what I'm working with, https://news.cision.com/ge-sealants/i/ge-silicone-ii--window---door-caulk,g90617 . My caulk for whatever reason has developed a white film on the top that only seems to come off if scrubbed really hard with vinegar.
Anyway does anyone have tips for completing this job or should I simply try new caulk over old? It's my understanding silicon won't stick to existing silicon caulk :( Thanks
