Tips for removing caulking from window and brick

It's time to recaulk my windows but I have not had any success in getting the old caulking off between the window and brick exterior. Tried cutting it out and that is tedious and does not work very well, it just simply leaves pieces on the brick.

Here is a picture of what I'm working with, https://news.cision.com/ge-sealants/...r-caulk,g90617 . My caulk for whatever reason has developed a white film on the top that only seems to come off if scrubbed really hard with vinegar.

Anyway does anyone have tips for completing this job or should I simply try new caulk over old? It's my understanding silicon won't stick to existing silicon caulk Thanks

If you've removed the majority of the old silicone caulk the new should adhere fine.
