Filling Hollow Block

Filling Hollow Block

Buddy of mine is building a shed, it's an existing slab and he's putting down a course of 4x6 blocks to get the framing off the ground.

Using Red Head expansion anchors through the sill plate, through the block, into the slab.

Plans show a solid curb but for the spots where the anchors are installed they will be hollow blocks.

He asked but I have never build something like this, do those blocks get filled with mortar or just left hollow?
