Best or Fastest Way to Clean Oil/Rust Stains from Concrete

Hi Everyone. I'm looking to clean up some oil spots mixed with ground rust streaks here and there, off of the concrete floor in my garage.

So far i've used the Oil Eater brand Cleaner/Degreaser and it's worked well on spread out stains, but the pooled/localized oil spots aren't coming off as easy. I'm trying to go over them several times scrubbing them, sometimes letting the degreaser soak for a little, scrubbing them again and then soaking up with paper towels. I've also done the cleaner just straight sprayed on there AND doing a 1:1 mixing with water and can't tell if the mix is better. Straight seems to be the best so far.

I'm wondering if there are any other better ways to do this? Either better degreasers, better cleaning methods (scrubbing, etc.), maybe renting a power washer which i've heard is effective, or anything else.

Any suggestions are appreciated.

Power washer will get the oil stains off, some weak muriatic acid or Rust Out will take care of the rust stains!
