Brick Column Foundations

I am about to begin construction on a fence in front of my property which will consist of brick columns (20 inches wide by 6 foot tall) with wroght iron panels between the columns. What I need to know is how deep do I make the cement footings/foundations for the colomns to ensure they dont lean. Also should the foundations be, or do they need to be reinforced with rebar? The ground is hard pack loam.

If ground is subject to frost heaving and the footings are not below the frost line the columns will uplift. Next consider the highest wind speed and drainage. Combine mucky ground and strong winds and the columns will move. 12" deep with 4" of gravel and 8" of concrete with 3 #4 rebar is sort of an average footing.
