Installing outdoor tile on a landing with basement underneath

Is there a special procedure to do this so no leaking into the basement will occur( through the tile)? The first time this was done the tile only lasted a year before the grout broke up and the leaks began! HELP

If a mortar bed is used, ("mud set" opposed to "thinset mortar"), a waterproofing membrane can be installed within the mortar bed. One method is to sandwich heat seamed 6-12 mil plactic in the middle of the mortar bed. When thinset is used: an anti-fracture/waterproofing membrane can be installed prior to tiling. The anti-fracture membrane can be used under a mortar bed also. Basically, anti-fracture/waterproofing membranes are engineered rubber sheeting. To help things along, in addition to the former, epoxy mortar and epoxy grout may be used. Somewhere along the line I can envision flashing of some sort also.
