Yeech! It sounds awful.

I'm not sure what someone was trying to do with painting an entire chimney... or what you need to now... but regardless, you've got a real mess to deal with.

You may want to try a commercial solvent to assist in cutting the majority of goo off the wall first. And as many of you know, I never advocate the use of pressure washers or sandblasters on masonry, but in this case, it sounds like sand blasting would be best. After removing the tar, repoint the joints and then use a professional grade masonry sealer from your local masonry supplier.

This is a flat roof house so only a section about 4' high is covered, double stack, plus I want to be careful not to damage the new rubber roof ( expensive roofing). To me this might limit the use of solvents. Can you rent sandblasters?
